What is going on with the .hm?

I know its a dud registry, but it has been breaking some of DNS and WHOIS tools.. Not even responding to a WHOIS.

It also seems to be throwing some weird GET requests when I try to access the nameservers [ns1.registry.hm], [ns2.registry.hm]

Should this be reported to IANA?
