iCloud Photos is now required for permanent Shared Albums

This effectively forces users to sync their entire camera roll to iCloud just to keep using Shared Albums as before. I understand the need to support full-resolution photos, but that should be opt-in—not a requirement to upload my entire photo library to Apple. Temporary Albums, which automatically delete after 30 days, are not an equivalent replacement.
