The timeline is that Tuike Finland (Google) started clearing in March, then April 30th they requested the supervisory agency (LVV) if they can be exempted from the environment impact assessment at this point, and on May 22nd LVV responded that they do not see a reason to grant them a case-by-case decision on the matter, requiring them to perform the assessment. They also emphasised that clearing over 200 hectares, the threshold for performing the assessment is met and the project is subject to perform the assessment. However, satellite data suggests that the clearance continued until sometime in August.
