It's unusual, but there's no reason why it can't happen and I don't see anything nefarious. An enthusiastic new submitter is a good thing.

I was just about to ask this, glad I searched first. I am wondering if there is some kind of "BookFace" control that allows for priority such as this.

Edit: 16 total post and I have seen 5 in the top 10 on HN already.

Edit: No comments, only submissions; this should be a clear sig of some kind IMO.
