AI slowdown: why Altman, Amodei and Musk suddenly agree

Frankly I really do fear an era of the AI getting out of their guardrails and deliberately breaking the internet. The issue however is, why don't the Frontier companies create these guardrails themselves? It seems like a relatively simple thing to explore, so this just seems too weird to me.
