This is trapped behind a paywall. But I will save you the read:

the only sane explanation is that consciousness (in the broad sense, not the particulars of human consciousness) is fundamental. That explains how laws can exist, and why nomatter how much you dig or how much complexity you add, consciousness does not "appear" at any particular level. It is simply always present, in various forms.

Panpsychism has been on the rise since the 60's. In our lifetimes we will see it become the predominant model.
