Seems like a good idea!

Agricultural fertilizers are what causes the algal blooms. Will the fertilizers harm the shellfish? Perhaps the fertilizers themselves will not, but the toxins produced by algae might. So for the best results, there would need to be a shellfish that's both resistant to algae toxins while also being safe to eat.
