It's effectively a hang if the delay is long enough to provoke that thought/feeling in the user and there is no feedback as to what is happening
True. IMO, this is one of nix's weak UX points. There are ways to see if it's still running/doing things, but one should not have to jump through hoops to answer such a basic question.
