This is almost certainly a lie, or at best, incompetence - Maritime law requires constant monitoring VHF Channel 16, which is what the distressed vessel would have been communicating on (this is the default channel for communicating emergency).

If you're on a working channel, you're allowed to deviate from this, but for most vessels of this size, you'd have multiple VHF radios, and one always on 16. They just ignored it.
