Headline is kinda misleading, even in its original form. The closure occurred in 2021. The "says" in the headline refers to something that happened now, where they told a judge why it closed the accounts.

They had said that many times before. They're just saying it again, in the context of a motion to dismiss the case. (The case being that Trump sued them over closing hundreds of his accounts, over potential money laundering.)
