the website is still up, but has been read-only since 2006. the site does not support https, so please use caution.
Even if it were behind encryption, they'd still be tracking everything you visit and reporting it to government agencies warrantless wiretapping systems. It does mean that your ISP or someone on your network might know which questions you are visiting.
