> The NeurIPS Foundation, like any entity operating within U.S. legal jurisdiction, is required by law to comply with U.S. sanctions and trade restrictions. Under these regulations, providing 'services' (which includes peer review, editing, and publishing) to individuals representing sanctioned institutions is prohibited.
