Why should operating systems and websites track the user age?

The issue is more about such systems not being powered by magic, thus lacking a way of magically protecting data so it will only be used by the parties and in the ways it is supposed to be, which means, as Discord has recently demonstrated, such laws will only increase the risk for those they allegedly aim at protecting.

I do think the Brazilian law does not apply to, at least, open-source operating systems. [0]
