I'd say the real problem is that Boeing never took their Starliner seriously.

During the incident, my sense was that top NASA brass had quietly written the Starliner off - but NASA had to halfheartedly go through all the motions, to appease political interests in Washington.

    The real problem is the entire program behind Starliner wasn't realistic.
