China's open-source AI strategy is primarily driven by U.S. export controls and geopolitical competition - it's both a way to circumvent restrictions and build global influence while maximizing limited resources.
Same reason why anyone open sources anything. Trading short-term money in the hopes of getting even more money ten years from now.
That's one reason some people do it, but it's far from the only reason. Lots of devs open source their work for reasons that have nothing to do with profit or business models.
