Bullshit, the technology was already out there, all it takes is someone motivated enough to put it together.

    Larger context on that quote:

    This guy's country has been locked in a brutal war, on their own soil, for how many years now, with no end in sight? I would not read that quote literally - but instead as an expression of emotional agony, for his world being a dystopian hellscape.

      They are not locked in the war and can end it in day.
