OpenSSH 10.0 [postquantum ML-KEM is now default key exchange]

How can regular developers create cryptographic algorithms if nobody really knows how quantum cryptography or even quantum computers work, assuming these computers even exist? How does one test their algorithm and prove it can not be broken? Where is the test lab and proof?
