IMF deal to ban public sector 'Bitcoin accumulation' in El Salvador

Why does the IMF care so much about what the public sector does in El Salvador? This is really strange?

I mean, off the top of my head the only reason I can see if that they don't want Bitcoin becoming popular, because they can't control it?
