"We’re going to use every possible tool: court actions, legislative actions, whistleblowers, the bully pulpit."

Those are some pretty weak tools. They control the courts and the legislature. Whistleblowers only matter if the executive branch decides to bring a case before the courts, and neither of those seems likely. We've been using the bully pulpit all along, and it doesn't sound like it's going to be any more effective now.
