VSCode cpptools extension drops debug support on CentOS 7 and RHEL 7

TL;DR:

The debugger was updated to use .NET 8 since .NET 6 EOL'ed necessitating a higher GLIBC dep that isn't supported on CentOS 7/RHEL 7, plus they're out of support anyways.
