The UK has some of the strangest VAT laws in the world. Gingerbread men with small chocolate icing eyes are VAT exempt, but if you decorate it more, you do need to charge VAT. Then we have chocolate buttons, which are only VAT exempt unless they become too big. There was a huge court case over whether Jaffa cakes were biscuits or cakes, purely for VAT reasons
