If you read between the lines, the real problem is that they just hire people and let them loose on the project. There is nobody leading or having any responsibility on the project. All the managers are non-technical and all the technical people have no say in the project. These type of companies hire 10 developers and somehow expect that they will work in similar way from day 1. It's worse than design by committee. At least those guys have time to talk to each other.

That's called "day labor". There are tradeoffs required.
