None of the media outlets seem to mention that this was written months ago. He just finally got around to signing it recently.
Guess he wants to go out with a bang when conventional warfare doesn't work out.
He just wants you to think he does.
The idea that Putin was ever bound by a nuclear doctrine is laughable anyway.
Guess now they can say "see I told you so". Not sure if that ever matters in war (probably not, most definitely not in all-out nuclear war).
At any rate, it's yet another psychological micro-manipulation/escalation. Not thrilled for my upcoming military service.
