Grunge Rock and a Neighborhood Network in 90s China

This is at the intersection of some of my most nostalgic childhood memories which includes guitars, gaming, and finding "ways" to circumvent obstacles to those activities. I've also been extremely interested in recent-years Chinese history and everything in this story appears to check out. I have you say though, if these guys really did this, they are absolutely legendary. I don't think this could happen today.
