Brick. Just build houses out of brick.
Bricks are not going to passively cool or warm the houses. They could be coated with paints or surfaces that do so. And building tall buildings with bricks are prohibitively expensive.
Limit of 20 stories for brick buildings.
Steel skeleton to go higher.
