The key part isn't that it's voluntary but "without prejudice".
I don't understand what the manipulation here is. Has he sold his shares? It is not illegal to buy shares in a company and say you bought shares in the company as long as you are trading on public information.

My opinion is he should have learned what enough is. He made enough money for many lifetimes. Coming back for more, like his livestream, was intensely stupid.
Then he recently moved to Chewy. A larger target could not be painted on his back for an example to be made of.

not doing anything illegal. if you watched his stream, he illustrates how the market is run by algorithms in realtime. Effectively shut down any claims that he is manipulating anything.
You either die a hero or live long enough to get sued.
Charming quip aside, he knew what he was doing. He knew what he was doing 4 years ago, and he does even more now.
