Apple says no to PC emulators on iOS

Can Apple really control which apps appear on 3rd party app stores? Why would Apple be involved at all? If their main job is going to be provide a signature, I'd argue they should not be in the loop whatsoever.

Wonder what they have to say about iSH Shell [1], it’s a full fledged VM with Alpine Linux running on iOS/iPadOS.
