Opening of NYC's first public observatory at risk due to last-minute regulations

Ummmm what's the point in what's probably the most light-polluted place on earth?

I've been to an observatory in downtown Amsterdam and you could just see some stars you can see elsewhere with the naked eye. Big cities are just not the place for astronomy.
