LLMs can allege anything. They don't have a reputation to uphold, lack access to the internet or credible facts, and are only required to generate legible text. I could get xAI to "allege" that China is designing miniature nukes with Red Mercury if I wanted, and it would give me plenty of "citations" too.
This is a pretty clear fact. No conspiracy that we've been working on space missile defense systems since Star Wars
