Was surprised to see that 21 pizzas was a record for the CIA. Isn’t that quite a large office with round-the-clock work?

I'd like to see the memo that got sent out setting the rules for safely and surely ordering pizzas.
Anyone remember that old intelligence (CIA I think) manual that got declassified/leaked that showed how they would establish cover before going to bowling and other mudane events?
