So, the idea is to bring back Do-Not-Track header? I am pretty sure if this will ever happen, some browsers will set this header by default (just like last time with IE10). Advertisers would be pretty unhappy, and since they apparently have some power over EU, I don't think enforcement of the header is politically likely.
