New York City considers banning laundry pods due to microplastics

I feel like companies who introduce newly developed products that sell in volumes beyond a certain quantity should be required to prove their products' environmental safety before making them in large quantities.

Let's say I invent a new material that the government has never heard of. I am able to synthesize it from an entirely new process that nobody else has. I can sell millions or billions of units of that product legally until someone else does the research to determine that the new product I'm selling is dangerous.

It should be the other way around.
