It is even harder in authoritative regimes: it is very hard for them to deal with gigantic ultra high-tech R&D: comfy area, with a lot of resources, with tons of the "right" and "legit" competent engineers/scientist, positively motivated at working all together. It seems this is much harder to set up than the space/nuke industry.
