Member Management in Cloudflare known broken for about 1/2 a year

Made aware on October 22, 2022:

> In order to fix this issue, we’re planning to release (enable) this feature for all of our customers in the upcoming weeks (work in progress) which will automatically resolve the issue.

Basically same reply 6 months later:

> In the coming days we expect to see a sharp reduction in 1005 errors along with rapid resolution of existing tickets that have been created. Moving forward there will be more synchronicity between DSR settings within accounts with less manual enabling of setting except where desired by the user.

@eastdakota @jgrahamc, do you two realize this is on production? Crazy.
