But doesn't China just steals and copies the US? Your average US citizen believes this is the only way China is advancing. In reality, China has smartly invested future industries as well as prioritizing education. In the raw number of patents and research papers published, China has just surpassed the US.

Sigh! --will we ever get out of this tedious "Us and Them" mindset --where a discovery made in the west is 'A brilliant leap forward for mankind' but a discovery made elsewhere is a cause for alarm?
Personally I'm exicted to read about the vast majority of science and technology breakthroughs --whether they come from Europe, US, China or wherever. I stopped drinking the "my country's better than your country" kool-aid decades ago.

  Fair enough- however this analysis specifically addresses
  “Critical technologies [which] can be defined as current and emerging technologies with the capacity to significantly enhance, or pose risk to, a country’s national interests, including a nation’s economic prosperity, social cohesion, and national security”
  So a level of consideration for the geopolitical implications seems warranted - after all, I’m not sure anyone really invests in hypersonic nuclear capable ballistic technology for the general advancement of humanity.
  The benefits of a multi polar world are another topic of course.
