I am looking for a project task manager with the following features (example).

Suggest applications that are file-based (offline usage) or self-hosted (open source), AND/OR that provide ANY of the requested features using CalDav (but remain file-based or self-hosted).
Please don't recommend single user linux command line * (like orgmode or taskwarrior). I've been searching for the holy grail of project management software since the '90s. MS Project comes closest. Everything else lags too much for serious consideration.
