The world is moving closer to a new cold war fought with authoritarian tech

Any country that cares about national sovereignty and security, needs to control the information technology that operates in the country. There is no neutral provider of this tech. Closed source national internets will become the norm, with perhaps open source forming some sort of parallel system which citizens who are curious about escaping from government operated / controlled / funded / affiliated systems can use.

Interestingly, countries which are unable to develop indigenous systems may well default to open source as a way to mitigate the influence of foreign actors who control closed systems
