It tells a lot about the technology. It's probably something akin to adaptive optics in telescopes, only in reverse. There might be a sounding laser, which brings information about refraction conditions on the path and an adaptive optics at the emitter.

Even in radio communication (mobile phones, wi-fi) there are nascent efforts to adapt to the pathway or find the best pathway.
