Not really weird, DNS-level blocking is quite common (also easy to bypass, sure)
But if the whole point of blocking something is to "stop people from using it" why would they use the easiest method of blocking to bypass
Goal isn't to block citizens, but force hand of these companies to follow new regulations.
In that sense it is cheap and proven tool. For average consumer bypassing block isn't common. Thus force these companies to keep average consumers they will bend or leave.
Yea my bad, I was just going by "Logic", without looking for any context etc, typical chronic internet user here
