SpaceX Starbase Expansion Denied by the Army Corps of Engineers?

This isn't the government I want.

I want my government to approve most things quickly and efficiently, while still encouraging protecting wildlife and stuff.

There should totally be an option to just build/do stuff and pay a fine afterwards proportional to how close the project would have been to getting approval as built. Ie. If you successfully guess what local government will issue you permits for, then the fine is zero even if you've done the thing already before you got the permit.
