I.e sites that are not companies and not trying to sell anything? Presumably advertisements are ok.

Millionshort is pretty neat- remove the top 1000 or top million most popular sites from the results https://millionshort.com/

Kagi Search [1] has an optional filter for this. Sadly it's only in beta for now.
