This guy's a fascist, full-stop: his biggest problem with the US is that we aren't sufficiently subservient to the military. Good riddance.

He attacked Google for not working on AI with the US
Defense Department, while Chinese companies are obliged
    to work with Beijing.

The US is also wasting time debating the ethics of AI
while China makes “massive investment” and eschews such
    concerns

How is that fascist? That statement isn't about subservience at all. It's about engineers refusing to help the government during an arms race.

Maybe fascist is a little extreme but nationalist definitely fit the bill. Not every American thinks America as a geopolitical entity in itself is a positive thing. Hence helping them in an arm's race would be outright immoral unless if they think China is worse enough in the international stage to invoke the "enemy of my enemy is my friend" maxim which is a pretty dubious position to hold.

Very valid point however that the US is perhaps a little too focused on the past (also driven by revenue preservation for defense contractors) - while China more future focused.

The US needing to debate the ethics of AI however is exactly the kind of value difference w China that illustrates the West's adversarial stance towards them.

China is and will be a real challenge because ultimately you can't beat them by selling out your principles and becoming like them.
