As a very experienced fiber person - OTDR has existed for decades, this is not new tech, its just new for them to advertise because they're just so bad.
If you want DF I guarantee someone else can light you up for cheaper. Even if not DF, someone else can build to you for 50% if not 200% cheaper. I used to do this monthly.
I remember about 10 years ago, sitting drinking coffee with a friend who was a "network guy" at Google.
His phone goes "beep", he looks at it and goes "That's odd, we just lost two undersea fibres at the same time, about 50 miles off the east coast of Japan..."

For someone unfamiliar with all these technologies and terms, do you mind explaining in a simpler way? What’s OTDR or DF? What do you mean by “build to you”?

OTDR basically uses light to measure a fiber cable's performance. A lot of these devices have break locators in them.
