The card system is totally backwards, when the merchant is supposed to vet the payment and is on the hook when someone uses stolen payment credentials.
Why or how is the merchant supposed to know whether Jane Doe's payment information was copied, and what is the use of the issuer and payment network if they can't identify their own legitimate transactions.
Then we get this mish-mash of give us all your info, so we take a gamble on you.
I agree, it's not great but I guess it's the price we pay for how easy it is to take money over the internet nowadays.
