That's a "fact sheet" (press release?), and calls it a "proposed Order" in one place. The actual text of the EO seems to be https://www.whitehouse.gov/briefing-room/presidential-action..., but doesn't give it a number, and the EO doesn't appear on https://www.federalregister.gov/presidential-documents/execu... yet, so I'm not sure if that's the full text.
If it is the whole thing, it strikes me as strange that it belongs in an EO. It's vague on the right to repair, and seems like a policy directive that would have been carried out without watering it down in such a big document.

EO is a big deal, hopefully it will be implemented as regulations that have some teeth, not like USB vs Apple in EU.
As a side not, I like that the fact sheet starts with "The economy is booming under President Biden’s leadership". Cmon man, you're merely 6 month behind the wheel, none of what's currently happening is your achievement (or fault).
