Usually it affects the expire setting of the cookie. Adding the check to the box will make your cookies last longer. I have my browser configured to throw away all cookies whenever i close it so it doesn't work for me either.
Using a pre-built login form template and forgetting to remove the checkbox is my guess.
I have sometimes wondered what the product manager writes on these types of Jira tickets..
