Why does this sound like a comic book super villain type of plan?

Note that the idea is not to block 100% of sunlight to transform the day in night.
They aim to block only a small part (1%??? perhaps much less) like some volcanic eruptions and other natural and artificial aerosols. (If it's a villain, it's not a super villain.)
