On first read, it's hard to argue with this conclusion. But the author made some unstated assumptions that need to be fleshed out. I suspect he means that bug triage is essential in companies that develop closed-source, proprietary software because developer attention is a scarce and expensive resource. But is this type of top-down triage necessary in open-source software projects as well? Probably not.
