You would need a provenly safe vaccine that we will not have within a timeframe of a few months and the threat from COVID probably doesn't justify a mandate. The severe reaction to it cannot be used as an argument here.

I think many adults would just refuse it with severe disadvantages for further medical exceptions because of lost trust. I believe people would have the right to just use the Swedish approach, which seems more sensible by the day. You can restrict travel to a degree for some countries, but not for a longer period of time.
