Chef did not contract with ICE. In fact, they probably don't even know. The ICE IT guys wanted to license Chef. However, this is government work, they can't just do the logical thing and buy it from the single source. No, they had to put out a contract.
In essence, Seth is just hurting the disadvantaged, minority, woman owned small business that applied to middleman the contract more than he is ICE or Chef.

This has got to be in the top 10 "most cynical things," I've ever read. You don't just get to enable fascism because you belong to intersectionally marginalized groups, and your perversification of their struggle to outweigh the thousands of disappeared kids, the thousands of sexually assaulted children, and not to mention any of the other horrors associated with these camps, is completely shameful.
Who cares if the middlemen are being hurt when they're collaborating to put children in cages en masse.
A (now deleted) tweet from a presentation by Chef directly to ICE would suggest otherwise.

I rather doubt any of this harms the contractor here in any way whatsoever.
Keep in mind with federal contracts that 'disadvantaged' is a designation, not an assessment. One of the main roles of these smaller contractors is landing prime contracts and subbing to larger contractors so agencies can meet their contracting requirements.
